I have always wondered this.

I'm going to assume that you mean that they have been deaf from birth. I think they would most likely see a set of images in their minds of what they would like to do. The reason why I think this is that when we speak we use words as they are short and quick, but if you don't know any words then you can use only the other "main" sense which is vision/images.

took me a second to think about the question. Thats a good one, i would think they would have a voice in their head but this wouldn't really be possible :S so maybe images and ques? idk ask someone!

All i can think is that they relate images to what they are thinking as they wouldn't know how to pronounce words but relate it to an image.

You have to think what are thoughts. They are brain signals right? If they are, they probably have a set of brain waves that correspond to a certain thing, kinda like they have their own language that the words are a set of brain waves. Not sure on how to explain it...

Yeah what Hyper said, I guess if you were 100% deaf from birth you would just adapt to things yourself and relate what you see to words.
But actually can't rap my head around not hearing sounds in your head?

obviously if some one became deaf later in there life, they would think in the language they knew earlier,

As to people who were death from birth, I dont think anyone can really answer that correctly,
also people who are deaf from birth, but have the ability to speak, would they ever be able to use it, even if it were really simple.
