alright, either the server was playing up or heaps of people were lagging :s half of us were +100 the other half around 50. i think 15 secs will be too long for wave respawns. somewhere between 13-9 should be perfect

15 seconds is good for wave respawn otherwise you never get a chance to get the flag. that's the whole point of wave respawn.......

hmm urban league use 15, clanbase use 13. i suppose we'll see if 15 secs is appropriate when the ladder starts, the server is currently set to that anyway

Default is 9 I believe. It's hard to do, but still possible. Depends on if you want games like soccer or footy Playing in urban-league, 15 secs is new and fairly long, but I think it stops the total ****fest, the only worry is on small maps where you can cap in literally 2 seconds (Algiers?). It means you could cap even twice in one respawn period.
