With everyone getting back into COD4, I thought I would post a tut on the best way to get a local game in pub. It's not fool-proof, but it works most of the time.
Requirements
- Enough upload speed to host. Go into private match and it will tell you how many people you can host.
- A computer near your console, or someone to help.
- A large file to upload. It should take at least a minute to finish.
- Some friends to join your game (optional).
Instructions
- Start up COD4, select the "Find Match" option but don't pick a playlist.
- On your PC, go to http://www.megaupload.com or another uploading site.
- Pick your large file. Start uploading and wait until it reaches full speed.
- Search for a match in COD4.
If you did it right, after a few seconds you should have host in an empty lobby. Cancel the upload, invite your friends and get the game started. COD4 doesn't have host migration, so once the game starts, you should be safe from overseas players. If one of them does join and take host, start again from step 1.

How does this work?
COD4 has a hard-coded ping limit of 800ms: games that return a ping higher than this will be rejected. When uploading at full speed, other upload packets (such as a ping request) cannot be sent immediately, and need to wait in line. This usually results in pings well in excess of 800ms. In other words, all games should be rejected, and you end up in an empty lobby.

Uploading at full speed can disturb any kind of internet usage, so some routers are designed to prevent this "upstream saturation". If you find yourself being thrown into games despite following the instructions carefully, you probably have a router like this. Your only real option is to use another router, or get a friend (who has a suitable router) to follow these instructions for you.
