im going to stick to my theory that any information that they give out about dedicated servers and mod tools, is to just keep the interest in the PC side of the game.

the game will still ship with neither.

Nope the only thing that is pay to use is call of duty elite and only some of that is pay to use. Better yet you don't even have to use it to play call of duty
