cannot get 250 fps constant :/

hey guys, i bought a pc prob 6 months ago, it can easily reach the specs for cod4 and everything but when i go in game i dont get 250 fps constant. i usually run my resolution at 1280x1024 which is my max for my monitor. i have tried lowering my resolution to 800x600 and still cant get 250 constant. :/ its really starting to bug me so i thought i would ask on here to see if anyone has any solutions to help me. i have also tried using gamebooster and still nothing.

PC Specs:
CPU: Intel(R) Core(TM)2 Duo CPU E7500 @ 2.93GHz
CPU Speed: 2.9 GHz Performance Rated at: 5.22 GHz
RAM: 4.0 GB
OS: Microsoft Windows 7 (build 7600), 64-bit
Video Card: ATI Radeon HD 5700 Series (Think its a 5770)

Any help would be great <3

i have same cpu and ram as you but i have a gtx 260 and windows vista. i can get 333 constant (illegal, which i do not use anymore) but when change to 250 its not constant so i think it must be promod tbh

why you say constant. How much does it dip?
if its just the number flickering, even I get that sometimes and I hold 1000 fps.
If its significantly lower, id say its the CPU

Download a pro config, and then see. If your maxing out your graphics you won't get 250 constant on that rig.

I'm sorta having the same problem (look at FPS meter):

I have no idea how to explain it, but all I know is that this: http://www.cybergamer.com.au/forums/thread/280317/new-ati-drivers/ sorta solved it. I still get some FPS lag in areas though.

I've got:
CPU: Intel(R) Core(TM)2 Quad CPU Q8200 @ 2.33GHz (4 CPUs)
GPU: ATI Radeon HD 4800 Series
RAM: 3326MB
OS: Windows XP Home
(Will take the flame, I was a complete sped when I bought this PC).

these are my screenies, same as vyybz. :/ i have already tried that tek9 website thing :/ that didnt work :/ its really making me angry now because i spent $1000 on this rig and i cant even get 250 fps constant on the only game i play :/

FINALLY SOMEONE WITH A SIMILAR PROBLEM. I've tried Tek9 and http://www.tek-9.org/forum/Call_of_Duty_4-13/cg_ms_frame_problem-2556.html says it's CPU related.
