Did a little bit of digging around. I had the exact same problem. I came across this from tom's hardware.

Go through the
ENTIRE checklist, and then come back and report if it is still not booting.

The only switch that is on older power supplies is a small red voltage switch that needs a small pin or tweezers to slide up and down. If you going over overseas and they run on different voltages, that is the only time you will ever need to use that switch. On the newer power supplies, they just have the two sockets.
