Help with lag! Yellow lines/blue line spikes on lagometer?

Getting really bad lag, not quite sure what's causing it, but this is what my lagometer looks like...

Just got my internet cable through the roof replaced today hoping it would fix our net as we get a lot of 1 minute drop outs at night.

Speedtest shows:
PING: 38ms
Download: 4.51Mbps
Upload: 0.55Mbps

What's your Hardware? One of my mates had this problem, turned out to be his CPU.

I had this done as well, didn't change a single thing, except for the fact that I was able to have a port in my room instead of a 20m phone line XD

It's all fixed now, how ever I can't exactly say what fixed it, as... I'm unsure :/
