Normally new properties are hooked up via copper to your house > line to the exchange. So how it sounds is that they haven't had a contractor out (Telstra/Subsidiary) to put the line into your house.
She's right with the connection charge it's $299 to hire out a Technician to do so. However it being a new home, if you're renting then they should pay for it, if you've purchased it, it can go either way they can pay or force you to pay.
You should maybe put a call through to Silcar (Telstra consultants that install new lines) on 1800 081 205, ask them cost to get a technician out, may end up cheaper.
They'll have to dig up a part of your front lawn in order to install it, and it will just be the one socket - your main home phone socket line, any extra's you want in the house will cost extra. -
