first up, if you're sleeving your whole psu and internal wiring, youll need just over 100m or so of the actual sleeve itself. Theres $200.
secondly, you will need a buttload of heatshrink. Considering you use about 15-20mm per end of each wire. 100+ wires = more than 200 pieces. 200 x 20mm = 4m. Another $10 there.
Thirdly, get the right tools. Depinning set is handy, as well as a crimper and spare pins cos you WILL break some. Thats another $100 or so there.
So add that up, you're looking at around $310 ish, and then add a good week of frustration and the time it takes you to get through it all.
Now on to the fans.
Where to start, Not all LED fans are rubbish, in fact some are quite good.
What you need to decide is do you want LED fans or not.
The enermax ones are really nice, but dont quite work the way b0b suggested. They run at max 1000rpm, so theyre quiet, but will never push more than 46cfm.
All the others will be the same, where they list the MAX rated RPM and CFM. What you need to look for, as an example is this (
LINK), at maximum speed it will run @ 1900rpms and push 110cfm, but at the cost of noise. You can drop these fans down to say 1000rpm with a fan controller or volt mod, which in turn drops noise as well as CFM by around 1/2 to 3/4 depending on the volts you put into them.
Lighting:
There is not going to be any cheap way to get dark blue LED's or cathodes, light is light no matter how you tint it. You can use blue LEDs with a dye on them, or a cathode with a blue wrap over it to dull the light a little, but seeing as this is your first attempt, i wouldnt suggest it.
The coolermaster fans you picked out are not horrid, they are bit noisy tho if you dont volt them down. They have the black fins and blue lights which isnt so bright. So do
these bitfenix ones, which come in enough different sizes too.
That should give you enough to ponder for now.
