Sup everyone. My 7 year old Dell Dimension 4600 surprisingly just isn't cutting it nowadays, have looked at doing this before but never fully got around to it, decided to finally upgrade because I'm sick of using my notebook whenever it needs a bit of a rest. Looking around $1400 tops, have come up with this so far. Would very much appreciate any comments/suggestions you may have, any way I can save money on it as well if that's possible. Will possibly be looking at 2x 6950s in the future too.

Looks good to me, if you are happy to not have full crossfire support then that motherboard is fine. You can support crossfire but will lose some performance with the 2nd 4x lane.

However in saying that I wouldn't run 2 6950's off of a 650w PSU. So it looks good to me.
