I recently upgraded XP to windows 7 not 2 weeks ago, to get more usage out of my ram and gpu thinking it would help black ops perform better, i don't know why but my windows 7 64 bit fails with blops, i averaged around 50 fps, drops and spikes ALOT. Had the same shitty fps issues with no fixes. but on xp i ran it fine...so I dual booted XP and now continue to just play blops on that OS and it still runs fine, the consistent 125 fps is all i can really get and ask for but i'm grateful over 50 fps lol. I suggest you do the same, create a partition and use whatever other OS you were using before windows7 that gave you decent performance in blops.
