If you're looking for some watercooling without maintenance and a 5 year warranty, you could just look at a Corsair H60. It's a cheap pre-built ready to run cooler that is much more efficient than the stock intel. It also requires zero maintenance. I have the H80 (H60's big brother) and it's sweet, nice and silent and my PC stays frosty! =)
Might I suggest these parts for your PC (if you want it now):
CPU: i5 2500k
Mobo: ASUS P8Z68 V-LE (if you plan on minimal overclocking, only single GPU support)
RAM: Corsair C9 blue fin 1600MHZ DDR3 8GB
DVD: Any
GPU: Wait for keplar, use one of GPU's at home
PSU: Silverstone Strider 750W (incase you get a 680 or something, depends on what keplar GPU you want)
CASE: Bitfenix Shinobi window, corsair 500R - both good
SSD: 60GB Corsair Force 3 SSD for OS - HIGHLY RECOMMEND
HDD: Most are same, I guess seagate or samsung are best
OS: Win7 home premium 64bit
If you are gonna end up waiting for Ivy Bridge CPUs (which I would recommend doing as they have significant gains) I would disregard this build and ask when Ivy is out.
