I have a website (run by wordpress) but my theme is basic and outdated. Does anyone make them? or know were i can get one made?

Im not sure you get them for free though if you want an unique one they're are sellers out there & one here called Wacko, if you want a template go google & search for one.

I searched it up but i find that there hard to personalise to the website eg, cant change footer/header.

Not really sure about the Website sort of thing didn't usually make any or try to personally i don't like them but oh well i'm pretty sure there are ones were you can edit the title and footer.
