Here is a couple of places where you can find competitive players / wars;

Leagues:

Oceania wBattle DotA League Room

This league is found on Garena - War3 RPG - Oceania - Oceania wBattle DotA League Room. You need to be vouched to actually play in this league, but you are allowed to enter without automatically being kicked if you're not vouched. Good place to find wars.

eSix-League

This league is found on Bored Aussie. You also need to be vouched to play in this league. You are automatically kicked if you are not vouched. When you do get vouched, this is a good place to find wars.

War Room:

A very good place to find wars, is the Garena - War3 RPG - Oceania - MCC Room. During the night you are guaranteed to find multiple teams looking for a war.
