So um... I dont see any mention of this in the official rules

but the servers will be unranked right? The last time I set up a server for a scrim I could password it and do anything I wanted while leaving it a ranked server, just wanna make sure the CG servers indeed have this turned off.

I don't think it's possible to password a server and keep the server ranked.
Once you've added a password, it automatically turns to unranked. I'm not 100% sure on that though, but that's what happened to me when I switched a password onto our server.

So there was a team lock a short while ago and I heard a rumour that teams may actually open again in a short time, is this true? I never knew they opened again after the comp started so I got no idea lol.
